Taxpayers that issue e-Müstahsil Makbuzu (electronic producer receipts) when buying from farmers, and their e-document software providers.
Issuers of e-Müstahsil Makbuzu and their software providers: complete the Technical Guide changes by 30 June 2027.
Invoicing
Turkey's Revenue Administration (GİB) announced on 28 October 2026 that the deadline for implementing the developments in the e-Müstahsil Makbuzu (electronic producer receipt) Technical Guide, originally 5 November 2026, is extended to 30 June 2027.
What changed in detail
Turkey’s Revenue Administration (Gelir İdaresi Başkanlığı, GİB) published an announcement on 28 October 2026 about issuing the e-Müstahsil Makbuzu (electronic producer receipt) by verification through information technology and/or communication tools, instead of signing it with a wet signature.
GİB had announced on 22 May 2026 that it was publishing the e-Müstahsil Makbuzu Technical Guide, which sets out the technical details of that requirement. That announcement said the developments in the Guide had to be applied to all e-Müstahsil Makbuzu issued from 5 November 2026.
After assessing feedback, GİB has extended the period for making those developments to 30 June 2027. Taxpayers that have already completed the developments may use the verification-based issuance before 30 June 2027.
What it means
Issuers and their integrators have about eight more months to finish the Technical Guide changes. The new requirement replaces the wet signature with electronic verification. It does not remove the receipt. Software providers that were rushing a November release can move to a staged rollout, and buyers of agricultural produce can switch early once their provider is ready. Plan to have the change live well before 30 June 2027. This is the first extension of the deadline, and there is no guarantee of another.
